Abstract: Using the innovation evaluation theory, a comprehensive evaluation of the technological innovation capability of China's petrochemical enterprises was given. During the evaluation process, the assessment model did not fit the particular type of business, resulting in issues such as inaccurate evaluation results and many subjective factors in the evaluation. According to the views of other scholars, a set of evaluation index system for technological innovation capability of the petrochemical industry was created. By combining AHP and GRAP, a multilevel gray comprehensive evaluation model was established. According to the analysis, the economic indicators of four enterprises were obtained, and these four companies were evaluated by using the assessment model. Finally, according to the evaluation results, suggestions on how to arrange funding of innovative projects and how to enhance the technological innovation capability were provided.

摘要：  运用技术创新评价理论, 对我国的石油化工企业技术创新能力进行了综合评价。根据调研结果, 借鉴其他学者对企业创新能力的评价, 创建了一套针对石油化工企业技术创新能力的评价指标体系, 并选择层次分析法和灰色综合评价法相结合的方法, 建立了灰色多层次综合评价模型。通过模型对4家企业进行了技术创新能力的
评价, 并根据评价结果和实际情况对模型进行了验证, 同时对4家企业所属的集团公司提出了对策和建议。
