智慧化海洋溢油安全管理体系的初步构建

摘要：         为最大限度地将突发性的海洋溢油事故造成的生命财产损失降到最低,有必要将智慧技术应用到海洋溢油管理体系中,对人的智慧与计算机的智能进行有效的结合,建立起一套完整的智慧化海洋溢油管理体系。介绍了智慧技术的基本概念与发展概况,将智慧技术应用到海洋溢油管理体系中,初步建立了智慧化海洋溢油管理体系。采用此管理体系,可减少甚至避免海上溢油事故的发生,保护海洋环境,实现海洋与油库企业的持续健康发展。

Abstract:        In order to minimize the loss of life and property caused by sudden marine oil spills, it was necessary to apply intellectual technology to marine oil spills management system, combining human wisdom and the wisdom of computer technology, wisdom marine oil spill management system was established. The basic concepts and technology development were introduced and the wisdom and intelligence technology would be applied to marine oil spill management system. The wisdom marine oil spill management was initially established to reduce or even avoid the occurrence of oil spills at sea, to protect the marine environment, and to achieve sustainable and healthy development of marine and depot business.
